How are testable questions different than other questions?

While taking a break from helping teachers prepare assessments (you will hear a lot of stapling background noise!), Ms. Judith JeanBruce of the New York City Middle School Quality Initiative was kind enough to address this question.

In her response, she describes the difference between questions that are more research oriented, such as What is the moon made of? as opposed to testable questions such as Which detergent cleans most effectively?.
